War Memorials Trust publishes a series of guide sheets for your information. These are designed to help those involved with war memorial projects and are based on our casework experience. War Memorials Trust's definition of a war memorial is:
"Any physical object created, erected or installed to commemorate those involved in or affected by a conflict or war should be considered a war memorial. Memorials to civilians and animals should be included."

The UK Legislation on War Memorials remains based around the War Memorials (Local Authorities’ Powers) Act 1923 with amendments passed later. The legislation allows local authorities to maintain, repair and protect war memorials but does not make it an obligation.
